Technology Information

The South Western School District recognizes that computers are used to support learning and to enhance instruction. Computer information networks allow people to interact with many other computers and networks. It is a general policy that all computers are to be used in a responsible, efficient, ethical and legal manner.

All network and computing resources must be in compliance with established policies, procedures and conditions of the South Western School District and any external entity administrating resources to which the network or computing resources are connected.

The South Western School District reserves the right to log Internet use and to monitor fileserver space utilization by District users while respecting the privacy rights of both District users and other outside users. The school reserves the right to remove a user account from the network to prevent further unauthorized or illegal activity.

Delegation of Responsibility
The Board of Directors for the South Western School District endorses the use of technology as an integral part of the district's instructional program. The Superintendent shall be responsible for the development of educational programs using technology and global networks and shall establish procedures for the development of such programs.

Network accounts will be used only by the owner of the account for its authorized purpose. All communications and information accessible via the network should be assumed to be private property and shall not be disclosed. Network users shall respect the privacy of other users on the system.

The use of Mustang-Net and the Internet computer network for illegal, inappropriate, or unethical purposes by students or employees is prohibited. More specifically the following are prohibited:

Use of the network for non-work or non-school related communications.

Use of the network for commercial or financial gain, product advertisement, political lobbying, or to facilitate illegal activity.

Malicious use of the network to develop programs that harass other users or infiltrate a computer system and/or damage the software components of a computer or system.

The illegal installation, distribution, reproduction or use of copyrighted software on district computers.

Use of the network to access obscene or pornographic material.

Use of the network to transmit material likely to be offensive or objectionable to recipients such as hate mail, harassment, or discriminatory remarks.

Use of the network to misrepresent other users on the network or forges electronic mail messages.

Loading or use of unauthorized games, programs, files or other electronic media.

The network shall not be used to disrupt the work of others; intentionally disrupt information network traffic or crash the network and connected systems; and the hardware or software of other users shall not be destroyed, modified or abused in any way.

Use of the network which results in any copyright violation or other contracts violating such matters as institutional or third party copyright, license agreements and other contracts.

Posting of anonymous messages; or possessing any data which might be considered a violation of these rules in paper, magnetic (disk), or any other form.

Users may not introduce any information, including applications or documents, on any district computer system without first obtaining teacher and/or staff approval. All diskettes must be run through a viral check prior to use on any district computer system(s).

Users are prohibited from copying applications, folders, and/or files from within or between network zones or to personal floppy disks without first obtaining teacher and/or staff approval. Copying of any of the above will only be for the purpose of curriculum related projects.

Actions Resulting from Misuse
Deliberate and/or negligent abuse of the network, computing resource, or any other district resource could lead to disciplinary action. Any such action would be subject to applicable procedures established by South Western School District. The network user, whether student or employee, may be responsible for restitutions for damages to the equipment, systems or software resulting from deliberate or willful acts.

Consequences of violations include but are not limited to:

Suspension of information network access; Revocation of information network access; Suspension of network privileges; Revocation of network privileges; Suspension of computer access; Revocation of computer access; School suspension; School expulsion; and Legal action and prosecution by the authorities.

Remedies and Recourses
Anyone accused of any violation has all of the rights that would normally apply if such person were accused of school vandalism or any other illegal activity.

The District has the right to restrict or terminate information network access at any time for any reason. The District further has the right to monitor network activity in any form that it sees fit to maintain the integrity of the information network.

Procedure for Handling Complaints
No duly selected materials whose appropriateness is challenged shall be removed from the school except upon the recommendation of a review committee, as provided for below, with the concurrence of the Superintendent.

The following procedures are to be observed:

1. All complaints to staff members shall be reported to the building principal and/or technology coordinator involved, whether received by telephone, letter, or in personal conversation.

2. The principal and/or technology coordinator shall contact the complainant to discuss the complaint and attempt to resolve it informally by explaining the philosophy and goals the school district and/or the library media center.

3. If the complaint is not resolved informally, the complaint shall be supplied with South Western School District's network policy statement, the procedure for handling objections, and a complaint form. The complaint form must be completed and returned before consideration will be given to the complaint.

4. When the request is returned, the reasons for selection of the specific information shall be reestablished by the appropriate staff.

5. In accordance with statement of philosophy, no questioned materials shall be removed from the school pending a final decision. Pending the outcome of the request for consideration, however, access to questionable materials can be denied to the child (or children) of the parents making the complaint, if they so desire.

6. Upon receipt of a completed objection form, the principal in the building involved will call together a committee of five (5) to consider the complaint. This committee shall consist of the principal, technology coordinator, a teacher, department chair, a member of the community, and a librarian or library supervisor.

7. The committee shall meet to discuss the material, following the guidelines set forth in the network policy and shall prepare a report on the material containing their recommendations on disposition of the matter.

8. The principal shall notify the complainant of the decision and send a formal report and recommendation to the Superintendent. If the committee decides to keep the work that caused the complaint, the complainant shall be given an explanation. If the complaint is valid, the principal will acknowledge it and make recommended changes.

9. If the complainant is still not satisfied, he/she may appeal to the Superintendent who shall make a final determination of the issue. The Superintendent may seek assistance from outside organizations such as the American Library Association, the Association for Supervision and Curriculum Development, etc., in making his/her determination.

Further, my parent(s) or guardian(s) and I have been advised that the District does not have control of the information on Mustang-Net and the Internet, although it attempts to provide prudent and available barriers. Other sites accessible via the Internet may contain material that is illegal, defamatory, inaccurate or potentially offensive to some people. While the South Western School District's intent is to make Internet access available to further its educational goals and objectives, account holders will have the ability to access other materials as well.

The District believes that the benefits to educators and students from access to Mustang-Net and the Internet, in the form of information resources and opportunities for collaboration, far exceed any disadvantages of access. Ultimately, the parent(s) and guardian(s) of minors are responsible for setting and conveying the standards that their student should follow. To that end, the District supports and respects each family's right to decide whether or not to apply for South Western School District network access.

The student and his/her parent(s) or guardian(s) must understand that student access to the South Western School District network exists to support the District's educational responsibilities and mission. The specific conditions and services that are offered will change from time to time. In addition, the South Western School District makes no warranties with respect to the South Western School District network service, and it specifically assumes no responsibilities for

A. The content of any advice or information received by a student from a source outside the District, or any costs or charges incurred as a result of seeing or accepting such advice;

B. Any costs, liability or damages caused by the way the student chooses to use his/her District network access;

C. Any consequences of service interruptions or changes, even if these disruptions arise from circumstances under the control of the District;

D. While the South Western School District supports the privacy of electronic mail, students must assume that this cannot be guaranteed.

1. My use of the South Western School District's network must be consistent with the South Western School District's goals.

2. I will not use the South Western School District network for illegal purposes of any kind.

Disruptions include, but are not limited to, distribution of unsolicited advertising, propagation of computer worms and viruses, and using the network to make unauthorized entry to any other machine accessible via the network.

5. It is assumed that information and resources accessible via the South Western School District network are private to the individuals and organizations which own or hold rights to those resources and information unless specifically stated otherwise by the owners or holders of rights. Therefore, I will not use the South Western School District network to access information or resources unless permission to do so has been granted by the owners or holders of rights to those resources or information.
